Waste, like space, is produced. With apologies to Henri Lefebvre, a society secretes its own waste, it propounds and presupposes it (see Lefebvre?s Production of Space, p. 38). Meanwhile, practices of wasting vary from place to place in culturally distinctive ways and have a wide range of meanings. Waste is placed, often at some distance from its producers, but it always goes somewhere and is dealt with by someone, knowingly or unknowingly. At the same time, waste may be valued and valuable, where ?value? could connote monetary measures, but also moral and ethical values broader than the scope of economics.

 

We seek contributions that explore producing, placing, distancing, and valuing as useful heuristics for investigations of the geographies of waste. We encourage participation from an array of possible positions including cultural, economic, social and behavioural, and policy perspectives. Possible topics include, but are not limited to:

Waste for whom? Where? Under what conditions?

How does waste in one place/time become value in other places/times?

Waste governance and governmentality.

Informal, organized and community-based waste management.

Waste’s travels, routes, and conduits.

(Im)moral, (un)ethical, and (un)just geographies of waste.

(Il)legal geographies of waste.

Waste as assemblage and active materialit(y)ies.

Wastescapes and waste types.

Waste as commodity and commodity chain.

Waste aesthetics and the aesthetics of wastes.

President Lula visits PSWM demonstration stand at the Recyclers’ Fair ExpoCatador

Approximately 2000 visitors, of which 1500 were recyclers, participated each day in the Expo Catador, held in São Paulo between October 29th and 31st 2009. At this event President Lula signed a new social program in support of the organized informal recyclers. This program is called: Collection in action/ socioeconomic integration of the recyclers (“Cata-Ação/ Integração Sócioeconômica dos Catadores de Materiais Recicláveis”) and is a multi-stakeholder initiative.

 

President Lula further announced another significant investment to be made in capacity building of the recyclers. The total amount proposed for these activities is 225 million Reais.

 

Trying the Urban Binning UnitThe ExpoCatador was organized by the National Recyclers’ Movement (MNCR) and the Latin American network of recyclers. It attracted many recyclers from different parts of the world, particularly from Latin America.  At the same time several Ministers, such as Marcio Fortes from the Ministry of Cities; Carlos Lupi, Ministry of Employment, Paulo Vannuchi, Special Secretariat of Human Rights; Marcus Villarim, Director of the Government Network , Ministry od social development and poverty combat; Luciano Coutinho, Presidente from the National Bank of Economic and Social Development (BNDES); Paul Singer, National Secretary of Solidary Economy; Gilberto Kassabe, Mayor São Paulo; Márcio Lacerda, Mayor Belo Horizonte; Sebastião Moreira, Mayor Guarulhos; among many others.

 

Lula made a specific appeal to the mayor of São Paulo and other local government representatives that were present at the event, to protect the recyclers from ‘ambitious industrial developments that might want to take advantage of waste as a resource’.

 

PSWM has made a significant contribution in raising the awareness of the recyclers and governments in Greater São Paulo regarding the negative effects of the proposed development ‘Waste to Energy’ through waste incinerators. At the ExpoCatador the PSWM project had organized an information stand presenting project results and information material (video documents, printed material and posters). The photo below shows President Lula with local authorities visiting the PSWM stand at the ExpoCatador, with Lula supporting the strive for inclusive waste management, as pictured in the poster.

O seminário de Políticas Públicas: Inclusão de Catadores(as), diálogos e perspectivas é dirigido para gestores públicos, universitários, ONGS, e interessados na questão da coleta seletiva com inclusão de cooperativas de catadores. As inscrições são gratuitas com número limitado de vagas. O evento será realizado nos dias 23 e 24 de julho no Consórcio Intermunicipal do Grande ABC.

Palestras com o representante do Ministério do Meio Ambiente e da Secretaria Nacional de Economia Solidária, que comporão uma mesa com informações sobre as ações no âmbito federal para o fortalecimento da coleta seletiva com inclusão das cooperativas de catadores e sobre a economia solidária.

Apresentação das experiências na coleta seletiva com inclusão de catadores, desenvolvidas pelas cidades de Londrina – Paraná e de São José do Rio Preto e Araraquara – interior de São Paulo.

Os participantes, divididos em grupos de trabalho, irão discutir a partir de suas experiências e das experiências relatadas nas palestras, os seguintes temas:
Sala 1 – “O estabelecimento de parcerias – Poder Público e Catadores”.
A proposta é identificar os instrumentos de formalização das parcerias para os serviços prestados pelos grupos organizados de catadores, assim como as competências e responsabilidades das partes: governo e cooperativas no desenvolvimento da coleta seletiva.
Sala 2 - “A organização do trabalho na Coleta Seletiva”.
A proposta é apresentar e debater as experiências existentes bem como aprofundar a relação das cooperativas com o mercado: as experiências de comercialização em rede, suas dificuldades e as saídas para superar essas dificuldades.
Sala 3 – “O processo de autogestão nas cooperativas de catadores”.
A proposta é a reflexão sobre as experiências de catadores na gestão do trabalho, as dificuldades e caminhos para a superação.

O que é Gestão Participativa e Sustentável de Resíduos Sólidos(Participatory Sustainable Waste Manegement PSWM)
É a construção coletiva de um modelo de gerenciamento dos resíduos sólidos com adoção de práticas de  “Redução, Reuso e Reciclagem”,  com a inclusão de grupos organizados de catadores. Essa forma de gestão se apóia nos princípios da economia solidária, da sustentabilidade ambiental, equidade sociual e na valorização e no fortalecimento dos catadores/as.
O projeto Coleta Seletiva Brasil Canadá (PSWM) é desenvolvido através de convênio entre a Universidade de Victoria (UVIC) no Canadá e a Faculdade de Educação da Universidade de São Paulo (FEUSP); em parceria com a Fundação de Apoio a Faculdade de Educação (FAFE).
O projeto recebe apoio financeiro da Agência Canadense de Desenvolvimento Internacional (Canadian International Development Agency - CIDA) e faz parte do programa inter-universitario AUCC-UPCD.
Quem são os envolvidos:

  • Representantes das universidades proponentes;
  • Representantes das associações e cooperativas de catadores(as), e do poder executivo dos seguintes municípios da região metropolitana de São Paulo: Diadema, Mauá, Ribeirão Pires, Santo André, São Bernardo do Campo e algumas regiões da cidade de São Paulo;
  • Representantes da Rede Mulher de Educação, do Fórum Recicla São Paulo e de outras Universidades e ONGs da região metropolitana de São Paulo.

13th May, 2009: VICTORIA COMMUNITY FORUM ON "BINNING"! FILM SCREENING AND DISCUSSION

A public forum showcasing the MOTHERs project, an initiative to empower and improve the quality of life of the binning (informal recycling) community in Victoria, was hosted on May 13th 2009, from 7-9 pm at the Victoria Conservatory of Music (900 Johnson Street, Victoria).  The event, sponsored by VIPIRG, the Community-based Research Laboratory at the University of Victoria, the Committee to End Homelessness and Tony’s Trailers, included the screening of a participatory video produced by the binners and a panel discussion on their experiences using specifically designed tent-trailers to improve their livelihoods.  The forum offered the public the opportunity to
engage in dialogue on inclusive waste management and to discuss solutions to overcome the challenges this community is currently facing.

Waste Pickers without Frontiers: First International and Third Latin American Conference of Waste-Pickers Bogota, Colombia 1-4 March 2008

The Conference was a joint effort of waste picker and support organizations from different countries. It brought together two planned events: the Third Latin American Conference of Waste Pickers, organized by the Latin American Network of Waste Pickers and supported by the AVINA Foundation, and the First World Conference of Waste Pickers, initiated by Women in Informal Employment: Globalizing and Organizing (WIEGO).

 

In early March 2008 the 3rd Latin American and the 1st World Conference of recyclers was hosted by the National Association of Recyclers of Colombia (ANR) in Bogotá. The conference was organized by an international committee of organizations from the recyclers in India (KKPKP), Latin America (Network of Recycling Workers), the Global Network, Women in Informal Employment: Globalizing and Organizing (WIEGO), besides researchers from different countries. 290 recyclers participated in that conference, bringing experiences from 43 countries, including South Africa, Cameroon, India, Nepal, Cambodia, China, Indonesia, Hong Kong, Turkey and several countries in Latin America. In addition approximately 50 experts in waste management, from universities to recycling business and international aid organizations were also present. CBRL director Dr Jutta Gutberlet and PSWM project committee member Fabio Luiz Cardozo were on-hand to represent the work of the Brazilian-Canadian partnership.

 

Bringing together movements from different parts of the word is a first step towards creating a Global Network of formal and informal recyclers. Among the principal objectives of the conference were: strengthening the organization and global connection of informal and organized recyclers (especially women) aiming at making their environmental and solid waste management contribution more visible. The major topics debated at the conference were: 1) the Recycling production chain and the role of informal recyclers 2) public policies for inclusive and integrated solid waste management 3) risks of privatization for the work of informal recyclers 4) international agreements (e.g. the Kyoto Protocol and carbon credits), among others.

 

The guiding theme during the recyclers’ conference was: El catador organizado jamas sera pisado).  The lack of organization is one of the strongest indicators for poverty. Through organization the individual is transformed into a social actor and has the capacity to act. Patrick Mwanzia of Kenya sees two key obstacles: "Firstly, waste pickers in Kenya lack exposure to experiences elsewhere. And secondly they need facilitation: at the moment, they have no power to communicate, and to have someone to bring them together is rare. So my first role when I go back is to work [to create] a local network of waste pickers".

 

Two central themes became manifest. First the widespread harassment recyclers suffer and the stigma they carry for dealing with waste; and second the realization that with organization these situations can be surmounted.
